Wild carrot was written about by Diphilus of Siphnos in the third century BCE, by Pliny the Elder, and by Dioscorides in De Materia Medica. Those classical records treat it as a medicine rather than a cosmetic — the herbal tradition around it is urinary and digestive. Carrot seed oil's place in skincare is a modern development, and we would rather say so than invent a lineage for it.
